Members of the American Payroll Association may participate in a variety of activities by participating in its committees, boards, advisory groups, and task forces. In addition APA staff help support our member community.

GRTF State and Local Taxes
Participants discuss ways to assist state and local governments develop solutions that accomplish their tax goals in a manner efficiently achievable by the payroll community.
SPLTF K-12 Educational Organizations
K-12 Educational Organizations subcommittee’s mission is to provide networking opportunities, share ideas, and identify best practices for payroll professionals in K-12 educational organizations.
Agricultural subcommittee’s mission is to create and recommend payroll best practices unique to payroll operations for ag related organizations. Additionally, we will facilitate the exchange of ideas, information, and resolutions to common payroll challenges specific to agricultural industries.
Provides opportunities for continuing service to those who have served APA National as an officer, director, or member of the Board of Advisors.
APA Education Grant Committee
Reviews applications for and selects the recipients of the APA Education Grant Awards. Members are appointed by the President-Elect.
Representative to the IRS Advisory Council
Advises the Commissioner on issues having a substantive effect on federal tax administration by commenting on current programs and suggesting operational improvements.
Representative to the IRS ETAAC
The Electronic Tax Administration Advisory Committee (ETAAC) was established by Congress through the IRS Restructuring and Reform Act of 1998 to provide continuing public input into the development and implementation of the IRS organizational strategy for electronic tax administration.
Representative to the IRS Information Reporting Program
Represents APA members on all matters related to the IRS's Information Reporting Program. Appointee is subject to approval by the IRS.
Representative to the IRS Security Summit
Represents APA members on matters related to combatting identity theft refund fraud to protect the nation's taxpayers.
Core group of professionals dedicated to serving the needs of APA's membership and the payroll profession.
Board of Advisors
Liaisons to APA's affiliated local chapters located in one of nine regions within the U.S. The Advisors work with the chapters to bring forth ideas for future APA endeavors.
Board of Contributing Writers
Writes articles pertinent to payroll operations, compliance, or management for publication in PAYTECH and contributes ideas for article topics.
Board of Directors
Oversees the property and activities of the Association.
Board of Directors - Officers
APA’s Board of Directors - Non Voting Officers consists of APA's President-Elect, Immediate Past President, Vice Presidents, Secretary and Treasurer.
Certification Item Development Task Force
Writes questions for the Fundamental Payroll Certification and Certified Payroll Professional exams to be reviewed by the FPC and CPP Committees.
Reviews, edits, and constructs exam items for APA's Fundamental Payroll Certification and Certified Payroll Professional exams.
Certification Review Panel
Provides a final for review of a candidate's score on the Certified Payroll Professional or Fundamental Payroll Certification Exam. Appointed by the Executive Director.
APA local chapter members volunteer for this committee to mentor chapters on specific chapter-management issues.
Chapter Recognition Committee
Selects the recipients of APA's Chapter of the Year and Gavel Awards. Members are appointed by the President-Elect.
Education Advisory Committee
Reviews the content of APA's educational courses and identifies the knowledge, skills, and abilities required of payroll professionals at the various stages of their careers.
Electronic Payments Committee
Explores issues related to using EFT for issues pertinent to payroll professionals, including wage payments, garnishments, international funds transfers, and tax deposits.
Finance and Audit Committee
Reviews the financial position of the APA, has financial reports prepared, and makes projections for upcoming years. Members are appointed by the Executive Director.
Government Relations Task Force (GRTF)
Works with the legislative and executive branches to help payroll understand their employers’ legal obligations and advocate for more effective laws, regulations, and policies.
GRTF Child Support and Other Garnishments
Works to standardize child support and other wage garnishment enforcement notices, improve state electronic reporting and payment, and promote efficient wage withholding.
Reviews federal forms and related instructions, regulations, guidance, and policy, and may comment on federal legislation impacting employment verification.
GRTF IRS Issues
Tackles IRS issues that impact payroll, including ID theft and tax fraud prevention, filing info reports, employment taxes, ACA reporting, and income tax rates and withholding.
GRTF Payroll Card
Lobbies state legislatures and regulatory agencies to promote the use of payroll debit cards as an alternative to checks and direct deposit.
GRTF Retirement Accounts
Focuses on reducing the potential for administrative burden in states that are now considering required employer involvement in retirement accounts.
Hotline Referral Service
Researches and responds to payroll questions posed by members by phone or email.
National Speakers Bureau
Nationally known experts on various payroll topics who receive training from APA and teach APA seminars. Members also represent the APA on payroll-related topics.
Nominating and Elections Committee
Recruits, screens and recommends candidates for participation in the orderly and democratic election of the President-Elect and Board of Directors.
Shared Services Task Force
Members investigate and communicate best practices in the Shared Services arena.
Social Networking Committee
Promotes the use of social networking tools by APA members and evaluates and recommends new social networking opportunities.
Strategic Payroll Leadership Task Force
Serves APA's members by investigating and communicating innovative business practices. Volunteer members participate on one or more subcommittee.

Best Practices Subcommittee’s goal is to gather, discuss, and share payroll best practices based on feedback and involvement of the subcommittee members.
